Qs on Parolee on Federal Student Aid

Confused with the "one year" requirement.
The Guide of Federal Student Aid said that eligible noncitizen must be "I-94 card confirms paroled for a minimum of one year and status has not expired". For example, my daughter will go to University/college at Sep. 2010, when should I apply AP and get I-94 stamped to get her eligible for FAFSA?
