You can file her H4 nonc pro tunc now using H1 receipt, but now you don't know whether you EOS(transfer) will be approved or not. So, if you and her both have filed I-485 (and you can use EAD)so you don't have illegal stay problem. You two don't even need non-immigrant status. No need to extend her H4 now. Once your H1 petition (regardless of EOS) is approved, even without I-94, you can work on EAD and wait till next vacation to re-enter with H1/H4 visa stamp to get H1/H4 I-94.
