1. Apply for c9 EAD anytime after filing I-485.
2. you can select new application, but still enclose the OPT EAD copy
3. no fee for c9 EAD, if you apply EAD based on STEM OPT extension, you need to pay this fee.
4. It can be, depending on where you see the it.
