Sorry, Because of the system error, I was not able to post around 7/28.

Here is the answer. My technical reports are final reports of DOE projects and each of them was 100-200 pages in length.

But in my opinion, you can put anything positive into to your application.

I just saw you answer to my question of asking for your background. thank you very much.
I am phd student too and in the process of preparing for 140. When you say technical reports/presentation to DOE, you mean the pretty-much-one-page annual review report? I have them too. shall I include them in the package.
