It is not too late, but it is tight from my similar experience.
It is a while to do the job ad, HR's paper work, lawyer's work before you can submit PERM. This is the most lengthy part of PERM. It took 6 to 9 months! Well, it all depends on the HR, the lawyer and you! So, do push hard, very hard!
