The reputation of your organation is one of the factors.

Three years Research Assistant in your Ph.D program counts.
You have paper, citation, reviewer opportunity, memberships. It's similar like what I have. It's enough. You may need a good attorney. He will describe you as an internation professionals based on what you have.

Try to find all evidences you have, for example, you have a photograph with your Dean or school President, whatever others in any international conferences.

All in all, your attorney will put every piece together and say you have good worldwide reputation in your research field.

You paper appears in one of the top journals in your field,
Somebody in other country is citing your paper, for example.
You are invited to attend an international conference,
You are making judgement for an international journal,
You have strong recommendation from professionals (rank could be as high as possible)
You have good memberships with high-required organization. Sigma Xi counts.
Etc.
Media reports.
Communication letters or email to answer technical question from professionals from other country.
Every piece could be a good evidence to demonstrate you have international reputation.
