since your PD is current, and with name check memo, still pending over 3 yrs, then there must something messed up with your application (such as file lost, link your application with someone else A# etc).

Unless you are in VERY VERY hostile court, you should try WOM.

Since you are EB1, you must be more than smart enough to file WOM without representative (Pro Se), if you don't want to throw a few thousand to lawyer.
