You need to get an offer that requires a bachelor's degree in accounting. Once you have an offer, and the company will mail you LCA, you can go directly to your US embassy/consulate in Australia for E-3 visa interview. No I-129 approval is needed if you do it in Australia,just like Singaporean's H1B don't need I-797 (of I-129 approval) if apply in Singapore US embassy.
