You don't need to wait for the approval to start another transfer. But sometimes the new transfer case may have RFE asking for the approval proof of current pending transfer, or else COS will be denied.

Really no benefit to wait for the approval if you have decided to leave current company and work for the new company. The reason is: if your current transfer is denied, you would still rather do new company's H1B visa stamp interview and reenter, but not to stay with current employer and appeal.
