Yes, there is new policy for non-Chinese citizens, now we can accept the
application of them. The same procedure on the website, and need to provide
the both former Chinese passport and current passport.

Another thing I forgot to tell you is that non-Chinese citizen should
provide the application to the Education Office of the Chinese Embassy in
DC.
