I searched online and people suggested various things. One suggestion is you can try Canada without the I-824 and see whether you can be approved. If not, then you can go back to China.

It seems from your notes that you do not have a legal status in U.S any more after the denial. So the worst case is you go back to China and attempt your H1B visa there.
