To share with you my story. My I-140 was also RFEed but I also didn't get it. My lawyer notified the service center and I also called to let them know the RFE never arrived and asked them to reissue. My lawyer was lucky enough to talk to a case officer who told my lawyer that he suspected my case officer didn't even send out the RFE (can you believe it?). After almost 2 months of waiting, the RFE never came. When I became desperate and called again, I asm told my I-140 was approved. It was indeed approved. I never found out what happened to my RFE.
