Suggestions on pushing VB forward

I think we need to do something about the VB, since it is moving too slowly. People here together can figure out and list the reasons that current VB is not reasonable by following this post. For example the visa number is just released for next fiscal year; why immigrant officers taking 2009's salary and still working on 2004's cases? etc. Then somebody here who is good in English can help to summarize all the reasons and write to good letter to the new head of department of state. Then we can copy and modify the letter, then send the letter to DOS on Jan 20 when his/her appointment take effect. In this way, hopefully, we can push the VB to move 6 months to 1 year of EB2 and EB3. 新官上任三把火。　It is good time to do this to let them hear our voice.
