I encountered a same situation in July. You can search my post in July, 2008.
I filed an I-290B myself. In the meantime, I visited a Congressman's office in my district. The Assistant to Congressman immediately called the INS for me. The issue was resolved in 2 days (received I-485 approval notice by email), and I received green cards of my family as well as I-290B approval notic in a week. INS refunded me the I-290B filing fee later.
I appreciated the Assistant's help, which I think was very helpful and speed up the process.
