He can file 485 while on TN. After that, he can't leave US. He has to stay inside US until he 485 is approved. TN is 3 years now. There is a good chance his 485 is approved within 3 years.
If he leaves US with 485 pending, he can't enter with TN. Maybe he can re-enter US with AP.
