I am sorry I made a mistake. In the instruction, it says "you must be physically present in the United States when you file the application. However, a reentry permit may be sent to a IUS embassy or consulate or ... for you to pick up, if you request it when you file your application."

Therefore, you have to come back to US to apply it, then you are free to go.
