1: 如果1月回去, 在沒有豁免的情況下, 可以申請F1 簽證嗎?

可以

2; 如果現在延期J1 , 人在美國而不回國,叫國內開證明來辦豁免, 辦好之後再回國(要博士答辯), 申請F1 簽證可以拿到嗎?

無論有無辦好豁免, 都可以回國申請F1簽證;
若在美國辦好豁免, 可接著在美國申請F1並能得到批準. 但批準後回國...還得再申請.
若在美國沒辦好豁免, 不可以在美國申請F1, 會被立馬拒絕.

3: 目前的簽證是J1 , 可以直接申請學校讀書嗎?

當然可以.

若當前持的是J1 Student visa, do nothing; 若當前持的是J1 visiting scholar, 學校申請成功後還得出境轉簽證...from J1 visiting scholar to J1 Student or F1.
