Please help me to make a decision

I've got two offers. One is located at military base (Fort Polk Louisiana) the position is catalog librarian. Another is at a midsize Texas University (Lubbock, Texas), the position is Digital Information Librarian. I am going to apply for EB2, which one do you think will have more chance to be certified? Thank you for input.
