It looks like there is something wrong with USCIS. They can never ask you to re-apply because of their mistakes. What's worse is that they may even got your address wrong, or mistaken you with somebody else. I think the best you can do is:
1. Infopass, ask them to check your current address, A#, everything
2. Ask for help from your Senators and Representatives. They can help to check what is wrong.
