I got my AP today from NSC. I submmited the application on July 7th, 2008 and faxed a request for expedite process at the end of September. I got a letter from USCIS saying I met the requirment for expedite process and I should get the response with 30 days. I think if you quanlify for expedite process, faxing your request to USCIS may make it work.
