關於h1-b renew的時間限製問題

我的h1-b明年6月底到期，跟我們醫院人事部的人說了我想現在就file renew的材料，可是他們不同意，讓我明年一月份再file,說是移民局有規定，隻能在到期前的6個月之內提交材料，不能提前file.請問各位，移民局真的有這規定麽？ 多謝多謝。
