H1b如果失業，可以拿unemployment benefit嗎？

前提是H1b可以轉成配偶的H4，所以可以合法留在美國。那麽H1b如果失業轉成h4，可以拿unemployment benefit嗎？

我聽同事說，必須有綠卡才行。
那我就無比氣憤了，如果沒有benefit，憑什麽要我們交social security?
