You can pick up the birth certificate of your baby from the State Vital Record office in person. (I only waited in the office for less than 3 minutes to get the certificate.)

For passport, you can use expedite service. (< 10 days.) ( I paid $60 more than regular price). My daughter was born on 7/15/2004, and I got her passport on 8/5/2004.
