I did several times before. Just go to the US embassy's web site, fill out forms, and call the embassy for interview appointment. Usually the appointment will be two or three months later, so plan it ASAP.

She can bring anything she wants for the interview. In my situation, they never looked. If she has a good job in China, and has strong connection in China, there is no reason she cannot get the visa.
