who knows about visa lottery

最近看到文章關於applications for the 2010 visa lottery from 10/02-12/01,
本人EB3,pd is 09/2007 ,waiting for available visa so can apply for I-485 form.It is frustrating journey.
請問我可以申請lottery 嗎？費用多少？有用嗎？
