請問：我們可以在新加坡簽H1B/H4嗎？

情況有點複雜。
我在美國，H1B，485pending，AP。
老婆在新加坡是student pass。我們剛在新加坡結婚。
我們可以在新加坡攜簽H1B+H4嗎？
領館的網上說
Any person who is legally present in Singapore may apply for a visa here.
但是
Applicants who are not residents or citizens of Singapore are generally advised to apply in their country of nationality or residence.
還有
Applicants from other countries will have an extremely difficult time in showing these types of significant ties to Singapore and would do better to apply in their home countries.
那到底是可以還是不可以？我們簽H visa並不需要ties，是不是就沒有這個問題。
網上似乎也有一些非新加坡PR申請美國簽證的例子。
但就是找不到確定的答案。_:o
