Pjiang and XBT JJ, what's pre-adjudicated?

I have couple of LUD recently. So, I called USCIS, I was told that my case was pre-adjudicated, but it's not approvable due no visa available. They put it back to shelf.

So, what's pre-adjudicated? Does it mean they know if my case can be approved or not just wait for visa? Or it means they just took my file and looked that PD and put it back due to no visa? BTW, I just did a 2nd FP and my NC was finished.
