和ＳＥＮＡＴＯＲ ＯＦＦＩＣＥ 會麵，請賜教！

各位老師，記得我的ＬＡＢＯＲ　ＣＥＲＴＩＦＩＣＡＴＥ被拒的嗎？我公司寫信給ＳＥＮＡＴＯＲ　ＯＦＦＩＣＥ，they replied saying it's too complicated and called for a meeting. Anyone has experience?

BACKGROUND

Labor perm filed June 2006, refused Sep.2006
The reason for the denial was: The employer had selected the alien based on an alternative combination of education and/or experience; but the employer had failed to open the recruitment to all job applicants with any acceptable combination of education and experience. In other words, the application was denied because employer had failed to use the Kellogg language” in its PERM application.

I don't quite understand what is Kellogg. My company has considered all the alternative combination during the interview. They have hard time to find a suitable person for my position.

MY QUESTION TO YOU

- What is the reason for refusal? I don't quite understand.
- How should my company present so the officer is able to help us?
