How old is the kid now? When kid got this B visa stamp, was the relationsip already established? If so, how was the DS156 item family in US filled? Are there two years custody/living together already, with proof? All above will affect the process. If relationship and two-year living together already established when kid was in China, you could have brought kid here and gotten US citizenship. Now you need to start from GC, if you meet the criteria mentioned above.
