The H4 I-94 might not cover the pending period, but to USCIS for the purpose to determine you lawful status, it is restropectively determined H4 status, no longer just authorized stay without a status. This is problably too much information for you to know, because USCIS is very picky on the INA language about "status" since 2001. You just need to know you are in "status" during this pending time IF H4 is later approved.
