Yes, you can change status from J2 to J1 in US without a 212-e waiver. But why don't you use J2 EAD to work, just file I-765, so you don't need to get both waived if you intend to stay in US after this. But if you were in J1 first then J2, then J1 again, you have to prove that you do not abuse the new J DS2019 loophole to work in US in J status forever.
