此人在國際上發了15篇文章，被引用近200次，中國科學院博士，在加拿大做了2年POSDOC，美國又做了兩年POSDOC，現在美國公司工作。一個月前被要求REF，今天剛收到郵件說被拒。他沒請律師，都是自己做的。可能是做得不好。

請高人指點。
