The city is correct. Read the I-140 instruction, you need to make sure the PO Box is for I-140 petition or if I140/I485 concurrent, you need to use TSC address in I-485 instructions? Or if courier service, use ATTN I-140 unit (which will be triaged with mails in I140 PO box) or ATTN I140, I485 concurrent filing (which will go with mail in that particular PO Box) Well, even if you send to the wrong PO box, it's a small delay, no big deal in most cases. (unless you file AOS on your last day of legal status, or you send back RFE around the RFE deadline...)
