Is it normal? No I-94 card issued when back to US.

Hi Friend,

I am Canadian Citizen and H1B with I-485 pending.
I currently visit China 2 weeks and come back to US.
The immigation offier just check my passport and H1B.
She enter a stemp in my passport and write H1B on the stemp.
She didn't issue a I-94 card for me.

Is it normal? What I need to do if she forget to issue a I-94 card to me?
Thanks for your help.
