That I-765 denied was correct, so you need to pay for a new I-765. Or if you are not in a hurry to get EAD, send I-765 with a letter explaning why you are not including a check, if they agree, it's free. If they send RFE for the fee, you pay at that time. But do expect months of delay if you choose to do this.
