H1B轉H-4，10.10離開公司, LG's H1 starts 10.1，什麽時候遞交539?

如題，10月10號是正式離開雇主的日期，LG現在是F1(OPT)，H1B 10月1日開始生效。
I539已經準備得差不多了，現在就可以寄出去，還是要等到LG的H1差不多開始了，再遞交轉身份的申請？有點擔心他們開始process的時候LG還是OPT，會不會有問題。

另外I539 part 3g
"Have you, or any other person included in this application, been employed in the United States since last admitted or granted an extension or change of status"

我上一次入境是H1B，我這個問題是不是應該答yes，然後補充說
I was employed by xxxx located at xxxxx with monthly income of yyy. The employment was approved by USCIS with receipt number (當初H1B的申請number)？
