there is no much difference btw int'l and local student in terms of tuition fees.
in public schools, it depends. some of them will treat you as local resident, which allow you to pay only half of what int'l student pay. you'd better check with school admission office in detail. even some admission officers are puzzle about AOS, H4, etc. you want to talk to people with hands-on experience.
It is hard to get scholarships or financial Aids without GC.
You will line up with int'l students in most private schools.
