Thank you very much for the folowing up information. The admission office at MU explained to me that I first have to be a US citizen or GC holder before consider for local residence. They block me from this excuse, I have aslo contacted the Missouri High Education Office, they gave me the same thing. it is so frastrated and so unfair and even not reasonable. But this is what the bar they set. I don't know whomelse I may contact to let my voice heard, congressman or?

Any recommendations for such scenario?
