請教piang及大俠們，H1b transfer 問題,thanks a lot

EB2, PD 11/2006, 485 submitted last July. Got a job offer and need to transfer H1b between universities.
1. Is it ok to start new job once the application is submitted? or only after get approval?
2. it will delay my 485 because USCIS will ask reference? It looks visa number cut off date is pretty close.
