問題：指紋兩次被拒，485申請一定轉到當地嗎？

My 485 has just been approved on Friday but my wife's is still pending (EB2 dependent, RD 09/2005). Her fingerprints have been rejected the first two times and last year when she went to the local CIS office with a fingerprinting notice, they refused to do it saying that it must be done after her file is transferred to local office (which can only be done after mine 485 is approved).

We wonder if this is always true or is the rule changed? Also how can we find out if hat her file is to be transferred? I remember seeing a Chinese paper saying there is some change in the rules based on a memo, do anyone know that memo?
