You had better do not work until H-1B transfer is approved because your LD was laid off before. The problem is the H-4 application. If your LD's H-4 get approved first and the H-1b transfer is approved later, then your LD can work with H-1 status. But if the H-1 transfer approval first and H-4 approval later, your LD has to change the H-4 to H-1 again.
So, you had better not use the Premium Processing for the H-1 transfer (pay $1000 more and get it approved within 15 days).
