Why do you want to change J2 to J1 or F1?

If J1 holder can keep their status, J2 is much better than F1. Also, if change J2 to J1, it might need another J1 waiver if it required.

However, change from J2 to J1 or F1 is very easy if you can find some school, institute support him/her. But it is totally not necessary and only increase the trouble.
