Your OIE was absolutely wrong!!! You can ask them to show you the documents of INS or you just show the INS documents to them(you can find the documents on INS web site), you also can check any other OIE web sites to find the evidence showing they were wrong. the school you applied for must be a small one?
You can enroll as a full-time student!!!
