1. not sure about bus. If there is one, it takes longer and you might need to tranfer to different buses.
2.Houston is big. Taxi could be expensive since it takes about 1 hour to get there depending on the traffic condition. Rental car is more convenient. Just find the address online. It's in downtown Houston, very easy to find. Very limited parking space outside the embassy. You can park at the Kroger or other parking lot close by and walk over there.
3. If you got there early enough and have everything ready, you can leave the same day. Buy them a stamped envelop when you turn in your stuff, the new passport will be mailed to you and you don't have to come get it. It takes about 3 weeks. Be very careful about the photos. Most likely you will need to take one at a location they designated.
