What can I do? Urgent!

J1 will expire tomorrow, No Objection waiver receipt notice 2/2/04 from VSC but still waiting for final approval. H1B application submitted to TSC by International Office in April, two weeks ago we paid $1000 to expedite it and manager in International Office said everything will be OK and waiver and H1B will be approved by TSC at the same time. Today we received a RFE from TSC, we are asked to provide the waiver approval notice from VSC. Everyone said favorable recommendation form DOS is enough for H1B. But it does not work in my case. How can I contact the VSC to expedite the waiver processing? Did anyone receive waiver approval recently from VSC with receipt dated around Feb. 04? Thanks!
