Call USCIS again and write it a formal letter.

My NIW case was approved after REF in NSC. After sub-mitting REF for 60 days, I called USCIS again and wrote a letter to request service. 3 days letter, I received an approval email. Be aggressive, push them a little bit hard. Good luck.
