如果拿J1的時候是中國公民除了回中國2年外無解。

當時是加拿大公民的話看DS-2019/IAP-66上有沒有2年回國服務的要求，沒有的話不用申請waiver。有的話向DOS和加拿大大使館申請no object waiver。不確定的話可以向DOS申請個opnion letter。
