No matter the memo is effective or not, you can not change it by doing anything. Even if your NC is clear, there is still chance that you case might be stuck somewhere for no reason at all, or even simply lost (yes, we heard a couple of cases lately), so there is no gaurantee you will get your GC in a few months anyway.
