我的疑問是，我明年畢業申請OPT的時候，有可能I-140沒有批準； 或者已經批準， 是不是無論哪種情況，我的OPT申請都很可能被拒？
-Most likely, Yes.

Even if your NIW I-140 get approved, you still need to wait for the Priority Date to file I-485. If you do not get OPT or H-1B status when you graduate, you can not maintain your lawful presence in U.S. So, this is very risk for you to file NIW I-140 now. I do not suggest you to do that now.
