I live in TX, the application is supposed to send to USINS TSC. But why the processing time is posted on District office in San Antonio? Is that the right time I am expecting ?

I plan to apply Citizenship in order to get my parents green cards. Is there any way to reverse my application after they got GCs? (give up citizenship and get GC back?)
